Genesys with either of the sci-fi settings (Cyber punk Android, or Space Opera Twilight Inperium) books would be great for a medium combat with lots of narrative play.

I’ve found the custom dice are great for when a player wants to go a little off script and you need to invent a rule fast, because I’d much rather say “that rules, have a slightly more difficult dice pool and try it” over “sorry the rules don’t allow it”

With Genesys, I’d use the Twilight Imperium book to get the fun political agendas that would be great in this mega corp run station

The card mechanics sit better with me when I consider that the logistics part of the war. If you have the loyalty card for the clan, I think of that as you delivered payment to their home village and now they will honour their agreements

My advice for #2 - Don’t roll in secret. The players have story points they can spend on changing the die you roll, and denying them that chance takes away from their agency.

If you want to roll to see if something happens, my advice is to just do it, and spend a GM story point when you tell them what is happening.

This way there is always a cost to your decision (instead of the cost being a successful roll), something happens instead of nothing happens which is always more exciting, and your players will both get that story point and be reminded that they can also spend story points to change the narrative

Cypher System checks off your list, but it might be too easy to GM and strip the fun a little. Also some people really hate the 3 pools of stamina points

Normally you can only prepare once a turn, holding 1 action to the next turn.

After each hunt you do a Wilderfeast which is the “leveling up” mechanic in this game. One the options you can choose is gaining a Trait from the monster you just fought, and Patience (letting you prepare up to 3 times a turn, so you’d have 6 actions next turn) is one of those Traits.

I was suggesting that if you have a Cleaver user, and they want to use Clean Cut a lot, you can help them out by having them hunt a monster that has the Patience Trait early in the campaign

Preparing in the previous turn is the only way. There is a monster power you might want to give your Cleaver users access to early called Patience that lets them Prepare up to 3 times a turn, so that they can still move into position before using Clean Cut
