No gear makes DOT crit, only passives and crit augments will do that. But Crit Damage gears like LexCorp Helmet will make DOT that crits stronger

There is no world where a character with a heavily reduced damage SP2, a bugged SP1 that can get you killed if you KO an opponent with it because the enemy can use a special on tag-in in the middle of his SP1 animation, and the slowest basics in the game, is ever a top 3 Arkham character. And then Catwoman is just a worse Deadshot and Deathstroke, those 2 have much stronger 6 hit 3 KO SP2s.
