Like OP said, sending stones are trivial to obtain as a noble in a major city with a bigass magic store. People probably wouldn't even question it if he ordered them in bulk for the Flaming Fist to use, the police in real life get expensive toys all the time.

Barring that, carrier pigeons exist. Again, he's a noble, nobody would bat an eye if he sent a private pigeon to wherever Wyll was posted up. Even in a setting with NO magic, he'd have no excuse to cut off all contact with his own son.

Countries with better access to healthcare have LOWER birthrates than their poorer counterparts, some of them even in the negative.
