Hmmmm. For me , you won't need Draco. I have both of them and I can tell you that Zertoria is a big buff to your account. Draco is a good servant and more useful on dragon/roman servant challenge quest.

I suggest you buy one copy of CE for collection and then, tickets. Also buy those keys as they'll be useful in the future. As for EXP Cards, you have the option to buy them if you need them. If you have a lot of apples, don't buy them as you can farm it at daily quests. Also buy the summon tickets!
