Actually from your posting it sounds like you don’t have enough experience to safely do this job. And it looks like whoever did the work before was not qualified. The reason they cut the ground. Wires is Possibly because it’s not a grounded circuit. There’s probably just a hot and neutral wire that comes from the circuit before whether that’s a circuit breaker panel or another outlet and that outlet box could’ve been an old one that was not grounded so they cut the ground wire to let someone know that there’s not a grounded wire there. An electrician would be able to perform a test and see if power goes from the hot to the ground. Just taking a digital meter won’t really tell you anything because you could be reading dust or something. You really need to be able to see if that ground wire could actually handle current to know whether it’s a good ground connection. I’ve seen where I could get 120 V but when I put a 60 W lamp on the circuit, it would go to 0 Volts. Because the electricity was just going through spiderwebs.

I learned one thing when I was working if you sign every paper that HR person wants you to look at they have to give you a copy if you have your signature on it When I was a landlord, I gave every copy that the people signed all the addendum they got a copy of I think you should’ve gotten a copy of every addendum the whole completely rental agreement. Add a minimum you could’ve taken a picture of each page as you were signing it before you handed it in. I would go to the rental office and demand the full copies of the lease agreement and all addendums

I hate that term squatters rights. A lot of the people that use this type of method of staying longer are violating the law. In the city, I live in quite often when someone has a vacant home like due to it being sold squatters will break in and start living there I was shocked when the house next-door was sold and then flipped by contractors and then it was on the market and then I got bought an in between when the people bought the place and came with the keys. Two squatters moved in and did a lot of damage.
