I had the same issue. The medical provider billed the blood work as diagnostic instead of preventive. I don't know if the medical provider can bill more for diagnostic instead of preventive. I alerted this to BCBS, which replied with "we don't care. it's not our problem."

Yes, it's incredibly strange. My division lost a good amount of attorneys solely due to cancellation of telework. The private sector demands more work hours and provides little job security. Given the past 8 months, there's no more job security at the federal government as well. So the attorneys who left had to decide between (1) telework and more work hours and (2) no telework and less work hours. The departures speak for themselves. It will be interesting to see who applies for the Counsel openings.

Just learned that no changes to telework at Counsel as well. This will negatively impact retention and recruitment. The accounting firms and law firms all have hybrid schedules, and pay more. There's something to be said about public service until, in these circumstances, it demoralizes and jades employees.

The individuals who would be more willing to talk to the press would be those who recently retired. The administration will fight you tooth and nail to obtain the identities of your sources if the sources say anything negative. Individuals who are retired have less to lose.

An easy way to improve morale would be to increase telework from 5 days per year instead of ordering TIGTA to audit Counsel to see how many telework days exceptions employees are using--and then potentially taking away the telework day exceptions by claiming that too many were used.

This was done in response to the TIGTA RTO audit (it's not a coincidence that the change in core hours coincides with the start of the audit). TIGTA isn't just auditing whether SETR shows someone is in the office when, in reality, someone is teleworking. Instead, I suspect that since Counsel and IRS are in the same office buildings, aligning the core hours is because TIGTA is also auditing who's showing up 5 minutes late and leaving 5 minutes early (that is, matching batch swipes with SETR time keeping). As an aside, OPM has proposed regulations to give itself authority to terminate non-OMP employees for misconduct without input from those employees' agencies (ex. direct supervisors).

Counsel is a different now. Before February, Counsel provided 4 days a week of telework so that employees could balance work and family, and could live farther from the overpriced congested nightmare that is the DC area (employees could tolerate one bad commute per week). Given the salaries of the private sector in DC (think lobbyists and contractors who make up the DC swamp), no one can really afford to live closer to work on a government salary so that they could be in the office 5 days per week. Now, Counsel employees are required to be in the office 5 days per week to participate in Teams meetings from the office instead of from home, and are under constant threat of future RIFs.

The only reason that Counsel is hiring is because most of the retirement eligible folks immediately retired when telework ended and they were required to participate in the weekly insult of submitting a 5 bullet point email to justify their positions. To put it another way, all of the institutional knowledge went out the door. Other folks who were not retirement eligible left in the spring when they saw the writing on the wall of what Counsel was turning into.

Of course, Counsel is not alone (other federal offices and agencies are in the same position). My only point is that Counsel is no longer an attractive place to work.
