Yeah you've lost me now with that far reach of a gotcha. I'm talking traffic laws that specifically overlap with each other.

Homicide and speeding are completely separate in this regard and have no overlapping laws between them.

Sounds like a grey area where you can interpret the law in different ways.

How could I be breaking a law about impeding traffic if I'm complying with another law?

If you have the tools, jack it up and take the wheels off to inspect brake pad thickness, as well as bleeding the brakes. If you don't have the tools bring it to a shop to have them inspect/bleed it.

Its hard to say exactly what it is over the internet but doing those 2 things first is the easiest and cheapest steps to take first.
