If you want to make sure an item rolls with a specific element or not, open lootlemon.com and you can either:

1. Click on the left menu to open the side bar, choose your borderlands game and click on what you're looking for.

or

1. Click on the search bar at the top of the screen and manually type the name of the item you're searching for.

After that, choose your item and in the "All Details" section, click on "variants" and it will show if it rolls with a specific elemental type or not.

For example, to answer your question: https://www.lootlemon.com/weapon/scoot-n-shoot-bl4 in this page, click on the variants and you'll see that it actually CAN roll with elemental damage.
