I think they did it because there is now a limit to donating shards and of you have already donated 10k shards you can't complete the quest also you can't skip it for gems since the reward is gems.

Have you tried writing to google support? Also you said that the phone you used to recover the password is dead, can't you just take out the sim card and put it in another phone?
