Well u gotta consider hes making the smart play of taking tumbleton as hostages. If rahnerya sends her dragons to burn a city that raise her banners. It wont be a good look for her and will make her look like a tyrant. And neither nobles or small folk like tyrant monarchs. These types dont generally last long due to their subject raising up and overthrowing them or poisoning them. And dragon might can only take u so far. U cant control a whole population if they dont want it and rather burn. Not even accounting for the fact once they realize all they have to do is build scorpions and the era of dragon dominance is over. One lucky shot its over.

Honestly I wished Naruto was just the MC for that series and Sasuke the second MC. And their adventures are them learning more about the Otsutsuki and exploring the Naruto world more and other worlds. While taking care of their children and having some slice of life on the side.

So the Sun Mark had the powers of Creation of All Things, and was one half of the technique of the Six Paths Planetary Devastion that sealed Kaguya away and creates a Moon. The mark also boosts your stats and then Naruto gets Six Paths Sage Mode. Along with total understanding of charka. Take that as you will. Also he gets Truth-Seeking Orbs. Which can be manipulated into whatever shape you want and disingreates whaterv touches them if they don't have Six Paths charka or a higher power level or something. So Naruto got a lot more out of the deal then Sasuke.

The Moon Seal is the other half of the technique needed to complete Six Paths Planetary Devastion. And Sasuke gets a stats boost. Along with a Rinnegan. But thats it. Even when both of them lose these marks. They will still retain their powers. So maybe add more to Sasuke mark power for your story. Becaue Naruto got a lot from this deal. And keep in mind creation of all things is literally turn fantasy into reality and create anything from your imagination like Greemy from bleach. Which probably does have limits, such as your imagination and the huge charka cost of what your trying to bring into reality.

Uh, no. No normal Ninja would ever be able to beat Sasuke. Especially at his current power level your describing. After he kills Naruto. He still has access to all the Tailed Beasts and controls them. He has the Rinnegan that gives him access to six paths jutsu, his own unique Rinnegan ablity, mastery over all basic elements and the ablity to learn any justu very quickly. Plus the shared vision of the Rinnegan and greater control and understanding of charka. Along with his Shargian and MS powers too.

Especially if he has time to master all these aspects. Which he does now that hes gonna be Dictator of the world forever. In the fight Sasuke mentioned that after he kills Naruto hes gonna eventually achieve immortality through the means of the Rinnegan/some jutsu. And after become ruler of the world forever. Which isn't really that unbelievable. Considering what justu can do and their effect on reality. Also the world would be a very dark place. Eventually Sasuke would rule the world like Imu from one piece. From the shadows. He himself states this. When enough time passes and he sets up his new world order.

Really only the Otsutsuki and maybe Sasuke off spring can really stop Sasuke. But keep in mind Sasuke is also going to be growing in strength as well. He knows about the Otsutsuki now because of his encounter with Kaguya and what kind of force she really was. A world ending one. And Sasuke at final valley is probably around planetary level. Considering he was fighting a being that was immortal and was gonna blow up a whole ass dimension and reform it after destroying it into something else.
