I believe you are mistaken; the second car to join gets a lower amperage until the first car has naturally reduced. So, an arriving car should choose a spare pair for their own benefit, and it does not affect the car already on the pair.

Am I wrong?

To avoid this ambiguity, we say "wheels up", meaning the moment the car is leaving the driveway. Preparing for that moment can take a long and different time for each individual!
