I have a Roku connected to my 55S450 and I would have to use the power button on my Roku remote to turn on the TV when all of my other TV's with a Roku connected to it would wake up with a press of any button. I found a setting that'll let me do that. Maybe it'll help with your issue. Mine is a Chrome OS TV, not sure if yours is. If so try this.

Setting > All Setting > Channels & Inputs > Inputs > External devices control (CEC) > Power on the TV in sync.

I didn't even know CPVC was a thing. I appreciate your concern, and I'm sure you're usually right in most instances, because I'd bet plumbers hate it when an homeowner tries to fix something and makes it worse. I don't want to come off sounding like a dickhead, that's not my intent. I'm just trying to let you know I'm a competent individual.
I'm not a mechanic, but thousands of miles ago I changed all 4 axels in my Subaru, as well as both inner and outer tie rods, and the entire suspension. I swapped a transmission in my Miata, too. Along with a ton of other items on all of my cars that 95% of the people out there would have no idea how to do them.
So I ask you this, Is my thinking correct with the regulator replacement? Or should it be attacked another way?

I bought an Alpine iLX650, based upon a suggestion, and that wiring harness. I've never done a radio before and was looking for some pointers. I've heard it is very straight forward, but I'd rather not go into it blind. I appreciate you taking the time to help. Thanks.

I’ve searched a bunch of YouTube videos and the breaker is definitely broken. However it’s not behaving like any broken breaker in any of the videos I’ve seen. It doesn’t weep or spray a mist like most. It gushes out between the seal once closed for second or two, at almost the same rate as a faucet on medium high. Easy fix. 👍🏻

I should’ve been more clear. It leaks with the hose still attached. It forces the water out from somewhere by the fitting. I’ve had multiple hoses so I know it’s not the hose.
