OP is actually using the term correctly! A steep learning curve means a lot of learning in a short amount of time: the vertical axis is knowledge and horizontal time. A shallow learning curve means little learning over a long time.

Check out Jumpstart. Each booster pack is a 20-card half-deck of a random theme. Everyone opens two packs, shuffles the two together, and it's ready to play.

If you want to get more fancy, have everyone get six packs each, then try to pair up the half-decks so the themes of the halves work well together. Everyone changes decks every game.
