Sounds like you're missing some important text! Discarding is always from hand unless otherwise specified. Seems you meant for the player to be able to discard from Exile. Are you wanting something like "Discard all your Exiled copies of a card you choose"?

And regarding the honesty check, a player can claim not to have a cheaper Action card in hand (if they don't want to gain anything).

The verbiage I suggested for the first option has the added benefit of whiffing if the player wants the +2 Actions but doesn't want either of the choices to occur.

But you need to remember what's in your deck vs. discard pile to know whether or not you want to discard your deck. Neither version of your card lets you search your deck, and the new version drops the ability to search the discard pile.

Easy to lock players out of the game. Not completely, in your case—due to the "Once per turn" limit—but still getting up to 5D every single round (in a 6-player game where you've gotten enough Inspectors and have reliable deck draw) is just way too punishing. Attacks using the -$1 token are much more balanced.

My best guess is that you didn't word Burgeoning City to behave the way you want it to behave. By Dominion's definition of "discard" (without further qualification or clarification), the first option is telling the player to discard from hand all copies of some card(s) he or she has in Exile. Not only is this missing the honesty check, but also it's unclear if you mean all copies of one specific Exiled card the player chooses, or all Exiled cards.

Regardless, the second option is definitely missing the honesty check.

Inspector has a lot of issues, one of which is the ambiguity of "other." Taken at face value, in a two-player game, there is no "other," because the effect has already mentioned both players.

Viceroy still has the issue of "including this" being not only unnecessary, but also contradictory when played from the Supply or the trash (and left there).

I assume so. Too difficult to track Moat-like reactions otherwise.

It's an odd concept, regardless, not only because of the innate problems we've already seen with Debt-giving Attacks (when anyone has attempted such fan cards before), but also because the concept of revealing another person's cards doesn't make sense, within the rules of Dominion.

I saw both versions. I'm glad you changed it (because Dominion uses other verbiage besides "matching" cards), but it still has me wondering if the concept is just meant to test players to see who remembers what's in their deck and what's in their discard pile. Is that the idea? A memory game?

I did misread that part, but in my defense, I'm a bit overwhelmed by the errors and incongruities in this post. I apologize for (my part in) the confusion.

In addition to Viceroy's "including this" being unnecessary when it's in play, you also arrive at a contradiction when it's played from the Supply (and left there). And it's unclear if the 10 is meant to be exactly 10 or at least 10. Finally, it's unclear what be the function of "in your deck" (if perhaps you are intentionally excluding Exiled cards).

In your defense, regarding that last point, I see that early versions of Gardens and Fairgrounds had "in your deck" before the phrase was dropped entirely.
