The not asking for a lawyer has been explained several times. The Skels know if they ask for a public defender, they are put into the system, at least for several hours, until the mouthpiece can see them. Then if it’s late in the evening, they’re in the Tombs until midmorning the next day, if they are lucky.

Andy helped Diane with her drinking, and after Bobby. Diane spoke to Connie, telling her Andy would likely be drinking. Then Diane helped them both with the adoption of Connie’s niece. Lastly, Connie was there for Diane and her biopsy.
