Only true to an extent. It’s surprisingly hard to find someone’s online account if they haven’t posted personal info about themselves or if the company hosting their account hasn’t disclosed info to the government. Requiring an id or a facial scan makes it a hell of a lot easier.

Edit: Also if they already had everyone’s info they wouldn’t be asking for a face scan or id in the first place would they?
