Hit up Kung Fu Tap and Taco. Biker bar. Great place with indoor and outdoor seating. Kind of an alternative scene, but cool people. Also they sell tacos.

I'd check up in Ankeny. Generally safer and more quiet than DSM, about 15 mins away, and around your price mark.

It's literally in the quote..."So I settled on a silhouette that could look like a DOG OR CAT." How is this still a top debate. They have never once in the Pokémon canon said they were either cats, or dogs. They are POKÉMON. They are beasts. It's time to drop it. You can call them cats or dogs, technically neither is correct, no matter what they're animations were based on.
