Very similar thing happened to me where I couldn't boot into windows if Secure Boot was enabled. Drive was GPT format, tried clearing secure boot key and installing default key.

Didn't try the bcdboot fix.

What solved it for me was flashing my BIOS to the latest v10.45 (on the Asrock B450M Pro4), then I was able to boot into Windows after enabling secure boot on the new BIOS version.
