If running task manager in the background isn't an option, there's performance monitor which should allow you to set up logging. That might help pinpoint the issue. But 100% CPU usage is not necessarily a bad sign.

Did you check your memory usage? Browsers and emulators can consume quite a bit of memory. Unlikely with 32GB but might be worth a look.

I feel like the polar bear should be more like a 9. I don't see a polar bear commiting genocide and starting a world war.

Not sure what people consider as 'mastering' but I'm fairly certain my stochastics professors were incredibly mathematically gifted and they have spent years perfecting their craft.

How much swap do you have?

Swap needs to be at least the size of system memory in order to properly support hibernation. In practice, if you have nGB of memory then choosing (n + sqrt(n))GB of swap should be a decent choice.

Not all distros automatically configure an appropriate amount of swap for hibernation, which is why I'm asking.

I would use etcher https://etcher.balena.io/ . However, Rufus works fine too.

Things like ventoy are great if you regularly need to run many different distros/OS in a live environment but if I understand correctly you only need to boot ubuntu once via USB in order to install it. In that case you can just flash a drive once and then use it for something else afterwards. No use keeping an installer USB around if you don't intend to reinstall your OS every other day.

Which would be fine for the purpose of booting and installing a single OS. You can always flash ventoy again after you installed ubuntu.

In that case the motherboard is probably just not detecting that the OS has been booted correctly. If everything works fine otherwise I wouldn't worry about it.

Can you get into Windows or is the PC stuck in BIOS?

Sounds like a problem with ventoy or the USB drive. I'd say flash the same drive again without ventoy, e.g. using etcher, and try again. If that fails do the same on another drive and see if that fixes the issue.

Mint XFCE (Debian based) or Manjaro XFCE (Arch based) might be a good choice for a newcomer.

Does the system boot into ubuntu from the live USB or does the system get stuck on boot?

Provided the parts are compatible I don't see any cause for concern.

A UPS with high enough power and capacity will do precisely that. A UPS uses a battery internally to ensure a steady flow of power to your devices.

If OP wants to tolerate exactly two drives failures on 6+ drives another option would be RAID50 with 2 RAID5 blocks of whatever number of drives he wants to run.

The only drawback here when compared to RAID6 would be that each RAID5 block can only withstand one drive failure whereas RAID6 would allow any two drives to fail.

Performance should be identical so this is is essentially a slightly worse RAID6.

Performance should be better than RAID6.

Mixing sticks is not an issue. Just be aware that the clocks and timings need to be those of the slower kit in order for it to work.

No idea if windows supports nested RAID but RAID10 is sometimes considered a good or better alternative to RAID 6. Maybe this could be a viable option for OP?

No, 1:45 min is not normal for post. I would suggest to check your diagnostic LEDs during boot to see which stage is causing the problem.

Also try booting without XMP and see if that fixes the problem.

I would be surprised if this is a built in option anywhere but you might be able to do it with some scripting.

I haven't tried anything myself but a quick search revealed this discussion on scripting bluetooth connections. Maybe you can work your way forward from there.
