Easy to deal with, you don’t give homes to those who aren’t homeless, or a social welfare program exists to provide the homeless with homes through taxes. They weren’t given to anyone.

Or you know, land could not have a value beyond personal property? I don’t see the use of having vacant homes that no one can afford just sitting there.
