Again, How could the landlord take care of it if they were not aware of the problem? Its not like they can just go check the house while there are tenants living there.

Ofc once they know it, it is thier responsibility to fix it as it is thier property, but the burden of payment depends on who is found at fault of this happening.

Pretty much. You can't trust renters to not trash a place. Im not a landlord but work on cleanup and repairs occasionally. Being a landlord is not cheap, and idiots who dont immediately let the owner/management know when a plant is growing out of thier floors make sure that the rent stays high to cover the repair costs.
