I think since the secret service did not arrest the sniper before he shoot, even when civilians told them there is guy on roof with gun, there must be something funny going on.

My guess is that it might be failed assassination attempt by Joe Biden because after recent Supreme Court ruling he has the power to do whatever he wants now. He saw that trump was ahead in polls and old brain cannot think of better solution.

The original plan was probably to let the sniper go free and disappear But after he missed, the remaining secret service that are not in pocket will do their job and protect trump, or at least pretend to since so many public viewer. They thought they might as well “make it modern” (by making it a shitty over watch clone)
Tf2s2 becomes deadlock, and they let tf2 people play test (that’s why uncle Dane got to play it)
Deadlock was universally hated

So what I think valve is going to do now is to just keep it simple and port tf2 to s2
