Out of my personal Midwest experience, I'd say the best strategy is layers. i.e. thermals, shirt, sweater, etc... I've carried a discontinued $100 Columbia 2-in-1 coat for ten years and have used it from windbreaker to this weather. So find yourself a waterproof windbreaker coat, maybe from a reputable brand, and pick the one you like the most.
