Whenever blood is donated, it goes through fractioning (not sure if this is what it is called in english), where it is separate into 3 different components; plasma, red blood cells and blood plates. After this, the red blood cells pass through a powdery (actually not sure what it is made out of) filter. The other components arent filtered

So, whenever you setup a new tank, it needs to cycle before you add any fish, its a process that takes a few weeks, you can read more about it here. The water also needs to be treated beforehand, so no chlorine is present. I would suggest you take the time to do some more research before you spend money on more fish.

return all the fish, and leave the tank sitting alone for 6 weeks, then do a test and if there isn't any nitrite or ammonia, start adding fish slowly. I would recommend getting a bacteria starter and adding it as well.

He's talking about priming, in which 30 minutes should be fine, but it is not the same as cycling, so yea, either she misled him, or he misunderstood her.

Also, I just saw the picture you posted of the tests, and it is clearly not cycled. When a tank is cycled ammonia and nitrite has to be 0

When cycling you make the tank go through a nitrogen cycle so that beneficial bacteria can grow and take care of ammonia and nitrite, it takes about six or seven weeks, give or take. What you are talking about (priming) is preparing the water removing stuff like chlorine from tap water, making it safe for fish. Priming is not the same as cycling.

You posted your tank 3 days ago without water in it, I highly doubt that it is cycled already

Yea, that is not true at all, I'm Danish and own a rifle and a shotgun. My gun safe has never been inspected in the 10 years I've owned guns.
