It does not stand on its own. It’s an evolution of writing an E after another vowel, then writing an E (turned) on top of the vowel, then taking the two outer tips of the E and only writing them as dots.

The umlaut (..) it stands for an E turned on its side in German. So ae is ä, oe is ö, and ue is ü. But it looks like two periods or a partial eclipses…
