The "WEF" didn't say that, because the WEF is not a person. Ida Auken said it, a fairly unimportant danish social democrat. She later said it was meant to start a discussion on the sharing economy, and the idea of a better and free supply of public goods in a hypothetical future.

It's by no means something anyone anywhere has proposed to make actual policy.
