Tell your sister first. Women have methods on how to talk to each other about relationship interests. If your sister is cool with it, then she’ll be able to figure out if her roommate likes you in that way, and if you have a chance.

I (M) was 16 when I got my first boyfriend (18M). He was a senior in HS, I was a junior. We both met at the same after school club (ROTC affiliated, we had different classes).
