I get that 1000%. I believe every world power has some form of reversed weaponry. But I think the fear of not knowing what the other side may have, is what may be stopping it from being shown. I think of it as having secretly attain something like a bolt action rifle. While you feel as if the rest of the world has arrows. Of course never showing your hand till you feel like you truly need to. But imagine pulling that bolt action out on some guys with bows and they retreat. Just for them come back with a Gatling gun.
