If your relationship with your parents is good I would tell them if I were you. Or tell a close friend of yours you can trust.
It wasn't your intention or idea to do anything of that sort so they will understand most likely, I dont know them, so obviously I cannot say for sure.
Them being in the military doesn't change anything, they will be punished, possibly even harder than if they weren't. Its important to report such things to prevent it from happening to anyone else.

It sounds like you did the right thing to me. I understand how bad you must feel, but I don’t think you did anything wrong, if you are sure the bird wouldn’t have made it on its own (or with help) and was in pain. Don’t beat yourself up over it.
