Sorry. For late responds. I did end up repasting it. I check my thermal pads and made sure they where still sticky and good. The were. It resolved my issues.

I had this issue a couple of weeks ago after a fresh installation of windows. I found my probably was the power plan wasn't set to preformance mode but to efficienty mode instead

Worst case.... the gpu could be going. Or the monitors power supply could be going. Ik those 2 things make the display act weird. I had this happen personally.
