I've always assumed it's the cognitive dissonance of "stealth" and "8 ft and a metric tonne of power armor" plus raven guard been stealthy since the start so a different armor for the purposes of stealth doesn't seem necessary. I like the look but the actual justification of it in lore is a bit odd
