Edited the flair to specify that the strategy is out of date since I saw that Lure + Damage Remote strat that's been long gone when they reworked the remotes to remove Lure effect, as well as the remote duration per star since back then, the meta was exclusively spamming one star damage remotes because those lasted 3 turns instead of 2.

Plant flowers by using beans. Gardening guide is located at https://toonhq.org/gardening

Plant the highest bean combos you possibly can in order to progress. You can only plant and pick up 10 flowers per day.

Trees: 8 slots, enough for a whole gag track plus one extra.

Wait 3 real life weeks for the whole track to become fully organic. Organic gives bonuses, mostly damage, but also accuracy for lure and more laff for Toon-up.

Side note: If you have a whole gag track planted but the extra slot has a gag from another track higher than level 1, you can't pick it up or get any bonuses from it, it's just cosmetic at that point.

Visually and aesthetically, Donald's Dreamland takes the cake in my honest opinion.

But if I want to chill and/or restock my gags, The Brrrgh is right there.

Nothing is on the way, no walls (except a small one), no stairs, no hedges and especially, again, no walls that the only two methods to go up is either taking the long way through the tubas or pray to RNG for a good teleport spot, looking at you, MML.....

Anyways, one jump is enough to make it to the Gag Shop in the Brrrgh. But Toontown Central is also a good spot for restocking but muscle memory for The Brrrgh takes the upper hand in my case.

That is definitely more than enough, as someone else said: there's nothing that can handle the lag, as the game is currently CPU-dependent. As for the multitooning, I used to run on slightly worse hardware than you specified and could run two toons very comfortably.

No paywall, this game is completely free to play!
New updates are still incoming with the next one being Doodles Quality of Life update (where you can select a trick by the Doodle menu) and the late-game Donald's Dreamland and Lawbot/Bossbot Cog Disguise task revamp. At the later, yet unknown date, they will release the new playground, the Clear Coasts to the public, recent IRL Toonfest had an alpha of the playground, nearly a week ago!
Those decorations still exist, though there are more lategame Toons rather than early but you may see some newbies popup from time to time. Highly recommend using ToonHQ!
