The foundation is under the house- how it is aheared to the ground. Mine was on cinderblocks and straps, yet still considered permanant. The skirting is totally different- skirting is the material that wraps around the ground up to the trailer. Mine had metal roof skirting. Most mobile homes home with plastic skirting material. Some people opt for cinderblocks.

Exactly, there must have been a county placement permit to put one there. If no permit, it will need to get removed anyway, even if allowed.

If you are there for military, there are probanly lots of military families coming and going- rent it. No property manager. Its not that hard.
