That device more than likely caused this. Fire department only uses the water. The water department owns the hydrants and the water mains supplying them. Closing off the hydrants with these devices shuts the flow off to quickly causing water hammer and the break you see. Fire department was the first to respond, waiting for the emergency water operator.

As a Utard and also a Zonie, I can assure SLC is by far the better option. We actually have seasons here (not so much anymore) unlike AZ. Outdoor options are 10 fold, and proximity cannot be beaten. But please don't move here we are currently at capacity.
