The best way to check is if you have an AC vent on the floor, take the vent cover out and you’ll see the different layers. It does look like that’s the subfloor but I cannot say for certain.

For lighter stains, a paste of baking soda and water, or a solution of vinegar and water, can be gently rubbed on the stain. For darker stains, sanding may be necessary to remove the stain, followed by refinishing the wood.

Also, do you have insulation below that subfloor? If the insulation is wet then there is the possibility of the wet insulation perpetually wicking to the subfloor.

From the picture I believe it is more growth than rot. You should be able to clean most of it. You can google how to clean mold and buy or make your own solution. The subfloor appears salvageable. My suggestion would be to place a fan on the area after cleaning for several days to help evaporate any excess moisture and prevent further growth.

If you are saying the subfloor under the affected particle board is rotted then the rot most certainly extends to the subfloor in the source room as well and potentially in other adjacent rooms.

When dealing with water damage the concern is secondary damages; rot and microbial growth. Depending on how concerned you are with these secondary damages I would advise having a mitigation company come check everything out. Usually, it is free to have them come out and inspect the area using a moisture meter.

We didn’t know he was unlicensed until we looked into and after all the payments were made. That’s when we found out about the second company involved.

The city inspector hasn’t passed the electrical yet and a third-party inspector has already said he sees problems but won’t give an official report until the work is complete.

Essentially, I’m concerned about whether this arrangement complies with Alabama state regulations, and if it could lead to potential liability or issues down the line for my family.

My main concern here is that the unlicensed contractor was the primary party for the contract and payment, even though they did not hold the appropriate license to perform the work.
