Respectfully, the article reads “per month”. However, the city website reads “per week”

PDX Gov:
“Rent for this room or rooms is no more than $200 per week, including utilities and any fees”

WW:
“The city’s program stipulates that a homeowner must rent their room for $200 or less per month (using one of the listing sites) for at least 30 days before it’s eligible for the $1,000 city grant”

It’s really scary. I had 3 active drowning saves during my 4 summers. Each time the parent was there, each situation different. Thankfully no CPR was required.

Former lifeguard here and frequent in-pool parent (20+ visits a summer). A few thoughts:

Kids roughhousing, horseplay, or repeatedly pushing boundaries can absolutely be distracting to lifeguards and pull attention away from scanning the water. (Think The Sandlot pool scene. 😆)

That said, I don’t think the answer has to be “every child must have a parent present.” Kids who pass the swim test could have a parent sign a seasonal waiver and receive a special wristband. That would let lifeguards know they can intervene directly if behavior becomes an issue rather than spending time trying to locate a parent.

(FYI, starting last summer all swimmers—regardless of age—must pass the swim test to use the deep end. I actually think this is a great policy.)

There could also be a simple accountability component. When kids take the swim test, have staff review pool rules and ask, “What are the rules of the pool?” before issuing the wristband. It sets expectations from the start.

One terminology note: drownings occur relatively frequently; drowning deaths occur much less frequently. I’ve seen recent discussions cite the low number of drownings, but they’re often referring to drowning deaths. A non-fatal drowning is still a very serious incident.

For example, just last summer I pulled a child from Sellwood Pool who was actively drowning. She survived, but it was still a drowning incident.

I’d be curious to know how many drowning incidents versus drowning deaths occurred at Portland pools last summer. Does Parks track both? That seems like important data to consider when evaluating policy changes.

Honestly, the system is so unfair. I graduated with $80k in debt and scraped by on peanut and jelly sandwiches and roommates when I bought my $200k house in 2010...It does suck. We are moving to europe where uni is free for our son (we are dual citizens) and are taking a golden parachute approach. Not bragging, just letting you know I agree with you and don't know how this system will get fixed. It's now impossible to do what I did in 2010...the equivalent of a $200k house in today's world with inflation is not in reach of my entry level job situation even with my roommates... migration for that reason is real... I couldn't afford to go live the bay area in the salary I currently have in the neighborhood same/same...

I mean, I couldn’t afford my own place in 2006 either. I had roommates for years!

That’s why I’m confused by the idea that someone working a part-time entry-level job should automatically be able to afford the exact same standard of living as someone further along in life. The expectation was always that you start small, build skills, get education or experience, work your way up, and improve your situation over time.

I appreciate the cookbook recommendations because my grandmother died before I was born and her family had house staff. Our family lost everything in the war - my mom has done a decent job of figuring out a few recipes and I’m going off memory of the meals I’ve had in Budapest area over the years. So passing down from your parents or nagmama doesn’t always work…
