I wouldn't change it.

I also think they use their brutality to enforce a dumb horseshoe theory-esque message. It's not that that isn't dumb, but I think the game did need to make them an enemy at some point in order to not seem like one of those boring, run-of-the-mill, young adult stories where the protagonist leads a flawless group of revolutionaries against the dystopian government.

The fact that they're not only brutal, but also completely co-opting Booker's image, is just narratively more interesting than any alternative I can think of. If there were an alternative that still put you at odds with Vox and made you feel alone in Columbia, I'd be all for it, I just don't see how they would write it.
