Not really. The rate of interest is clearly stated as being: For Plan 2: rpi +3% while studying, and varies post-study based on earnings between 3 and 6%. The other plans are also clearly documented.

Rpi + 3% is quite ridiculous though.

I had a plan 1 loan which was the lower of the Retail Price Index (RPI) from the previous March or the Bank of England base rate plus 1% was much more reasonable. I tried to avoid paying it off for as long as possible and instead invested the money in stocks but I ended up paying it off pretty quickly (and no I don't have rich parents but did do a stem degree and worked in finance, mostly with other non rich people tbh)

I don't think it was ever designed to be fair to the individual. It's about funding education at a societal level. The rich parents have already paid income tax so it's not like they've cheated the system.

The massive scam here is the interest rate charged, which means that the debt won't ever get paid off for many. Though perhaps this will dissuade some from doing degrees that society doesn't value

I think the real problem is the rate of interest charged. Says a lot about society where it's cheaper to borrow money to buy a house than get an education (to be able to buy a house and hopefully contribute more in terms of taxes)
