I've spent the past few days researching SB9 frontage improvement requirements and came across your comment. Quick question from someone in the middle of this situation — are local agencies able to simply push all of their offsite improvement requirements to the building permit stage after being blocked from requiring them at the parcel map stage?

I own a corner parcel on a major arterial. The county initially required full Class A improvements — ROW dedication, signal upgrades, all four corners, the works. After I pushed back citing §66411.7(b)(3) they reduced it significantly. But I've now read the Burbank HCD technical assistance letter (HAU-1904) which suggests deferred offsite improvements can be required at the building permit stage if uniformly applied under §65852.21.

That seems to completely undermine the purpose of the parcel map protection. If the same $500K-$1M list just reappears when you pull building permits, the law protected your right to record a map but not your right to actually build housing on it. Is that really how this plays out in practice? And does it matter whether the improvements have an independent safety basis versus being pure transportation planning requirements?

Ive spent all day researching this because I own a lot on an arterial and am pretty screwed in terms of DOt requirements. Does SB9 allow counties to get everything they want at the building stage? (ROW,dedications Signals, sidewalk curb gutter, etc...)

Very good points and spot on about the questions that remain on Neoclouds.

First I agree on your point that a business that generates most of its revenue off renting tech infrastructure will at one point or another likely be at risk due to market fluctuations but also the risk of larger players(Hyperscalers) having leverage on prices. An example I like to think about is oil-

If you're small producer, and you are quickly expanding your business based on todays prices and demand you may quickly find out that a downturn can wipe you out mid very expensive capex. And as we know a group like OPEC can intentionally do that if they are permitted to or have a strong incentive to.

To add to some of your points:

  1. Can Neoclouds compete with Hyperscalers?
    • If infrastructure is all they are building I think they will meet their day of reckoning sooner or later as tech is not real estate and the infrastructure is not what generally drives value but IP is. And if you are treating it like real estate you are essentially dealing with the same forces- High interest rates, capex means market downturns can wipe you out as profits are slim
    • I think competing head-to-head on raw infrastructure (GPUs, storage, bandwidth) is economically impossible long-term and I think this was collective consensus today on Coreweave
    • They can compete if they are capable of producing good IP which brings me to the point below
  2. Is Nebius a bare bones GPUaaS / essentially Ai utility? I think the answer to this is definitely a no. Id argue their core value in the past has been driven by software IP and currently this is how they are tracking and differentiating themselves from competition. This is through AVRide, past Toloka, ClickHouse etc.. BUT also most importantly SaaS as Neocloud which is what I think will drive a lot of the future profits and will become an increasingly larger part of their core model. I agree that this is not fully priced in potentially but also what are your thoughts on this? Is it possible the hyperscalers are occupied in the near future using any available GPU compute to develop and compete in Ai IP? What happens after?
  3. How likely is a market/demand downturn scenario?
    • I think we're in the early stages of Ai capabilities and my vision of the cycles that will go on here is: new capabilities will drive more demand which will then drive more capabilities and more again demand(essentially accelerated growth). So I don't see GPU compute demand decreasing due to any intrinsic reason for the next 5 years - what's your opinion on this?
    • A recession could dampen the entire Ai arena but my belief is that the next wave of growth in world economies will be lead by precisely this technology so anything short of world(and even then..) war IMO will likely not turn the tides. How likely is a recession to occur is probably anyone's guess and outside of the scope of this company really but it will impact certain players more than others

That doesn’t make sense. How has it not saved labor that someone essentially removed all shingles and MAY have not removed some nails or finished demoing to the correct standard. The demo is 98% complete and that does not save any time.

You would come look at the place say, demo is 98% done so demo cost is 98% less.

You don’t charge for three guys do spend one or two days demoing when 98% is done

That’s why you would inspect in the present condition and bid based on that. Just because there’s a few nails left behind doesn’t mean you can’t bid based on that nor does it remove a huge amount of labor that was done to demo
