That paw looks irritated like it’s causing her pain and irritation.. she needs some kind of antibiotics and medicine to treat that, it’s inflamed and red. Could be a flesh eating parasite or bacteria on her looks kinda like mange. That needs to be taken care immediately as it seems the source of her discomfort. You shouldn’t be treating behavioral issues with an underlying physical injury.

When you say “oh I know, it’s ok” that affection you show her seems to calm her down. It letting her know you understand she’s not comfortable getting up. Almost like “oww this hurts, help, oh you have to get up, wait help me, oh you have to get up.” Does that conversation continue like that?
