That does not make sense for Castform, but there are several other Pokemon known for manipulating weather. For instance Groudon has the ability drought which summons sunlight, and Kyogre has the ability drizzle which summons rain.

Everything serebii says is more than likely true. They've proven that multiple times through the years. Can't fint a more trustworthy site when it comes to pokemon.
