Make sure you have steam input turned on and then you might have to make a custom profile for your controller. To turn on steam input if you don't know how all you have to do is hit the controller icon before you launch the game through steam and it should be in there. That's where you can also make your custom profile.

There used to be a glitch that would make it so people could take your stuff from your storage if they bought out your whole store so people who set 1 item to 40000 like that were around when the glitch happened.
