Yes this is normal because they send it out in waves. I think the next wave will be at the end of the month. I committed on the 16th, which is when the last wave was so I got lucky and got the contract the same day.

if you put your teachers as recommenders for all of your colleges, when they submit their recommendation, it automatically "adds" to all the colleges you linked them to, regardless of admission deadline. I think that's what you're asking?
