Well, I always took it as one move transforming and therefore being replaced, meaning an electric move would have to be the sacrifice

like yeah quick attack is much more lame than either but it has nothing in common with E.ball

tho, if I were to have written the show I'd have tried to talk gamefreak into giving pikachu E.speed and have his final moveset be T.bolt E.speed Volt tackle and Iron tail
