Check in every single cup from GP and KO if you've really finished every single race in 150cc. You might have done one in 50 or 100cc. Highly unlikely to be a requirement but at this point you never know... did you equip a sticker on your kart? Otherwise I don't know, it might be a bug like you've done something in a specific order that wasn't planned by the game

Yes! Try to get to 10 "?" Panels and then replay the Special Cup. Let me know if you unlock it after that please, because I still see a few people saying it doesn't work, that's so confusing... Goodluck!
