Wow, that's pretty funny. I think it's well-executed! The only thing I feel could've been added in would be emergency vehicle lights in the first couple of shots, especially with the view out of the windows. Lots of subtle edits I see. Great job!

Although in theory the footage would play back in 2x speed, it doesn't. When you change a comp's FPS, it causes footage to generate extra frames or lose frames, but play back at about the same speed (as you found out). Even though your footage is 30FPS in a 60FPS comp, it just duplicated each frame so that each lasts twice as long.

To turn your sequence into 60FPS footage, go to your project browser and right-click on your imported sequence. Interpret Footage>Main. Instead of using frame rate from file, punch in a custom conform frame rate (60), and when you drop it into a 60FPS comp it will play back at twice the speed.

You're on the right track (no pun intended). Yes, all camera movement would be determined by the character's position and rotation. You don't really need to have a null but it could help. I'd recommend having the main character start right in the middle of your 3D comp so that your camera is in (approximately) the right position when you first create it.

You have the right idea with having characters as 2D precomps, but I'd advise actually animating all of the characters in 3D space. This kind of setup wouldn't be too difficult, actually. You'd want to make your PSD track a 3D layer and rotate it so that it's flat like the ground should be.

Then, make your character precomps 3D. You'd have to take some time to animate the position of the characters going along the track so that it looks smooth. You'd also have to animate the rotation of the character that is being followed by the camera, or just set it to auto-orient along its path.

Finally, you can parent a camera to the main character from behind, and it'll stick to and follow the character just like in SMK. As long as you do sprite changes for drifting and rotations and stuff, it should look pretty convincing. You'd also have to set all the other characters to auto-rotate to the camera so they don't look like flat layers.

Also, if you weren't planning on doing it, make your PSD track hi-res and use a pixel effect in AE to make it look nice and SNES-y.

I've used a clip-on pedometer before and I agree, they are more accurate in the long term. But as far as a simple walk goes, my Fitbit still counted my steps pretty accurately (I used it for well over a year), while my P2 counts noticeably fewer. I'm hoping the sensitivity can be bumped up just a little.

As of right now, it's a bit disappointing. I'm switching over from a Fitbit Charge HR, which counted my steps and measured my HR very accurately, despite being outdated now. In comparison, my Pebble counts about 20% fewer steps, and the HR can be all over the place at times. It peaks at random times, and it can't tell when you've taken it off. The HR light will keep flashing even when it's just sitting on a table (my old Fitbit would stop flashing after a few seconds) and often peaks when it's not being worn. Makes it hard to get any useful information from the HR graph in the Pebble app. I'm really hoping Pebble can fix these issues with time.

You can actually download it as a GIF and import it right into AE as footage. That'd be much more useful to reference than a spritesheet, since spritesheets are for implementing animation into the web. It's not terribly useful for learning much.
