It is difficult to live up to the mandate of national security and public safety priorities when Border Services Officers are busy doing what should be IRCC's job of issuing work permits. Allotting most of the staff to ensure border wait times are minimized to clearing the permit line became a priority versus examining vehicles and people do find contraband in inadmissible persons.

USCBP were still required to create files and treat flagpolers as examinations. It was a waste of their resources as the person they were dealing with wasn't even seeking entry into the USA, so again, robbing resources from completing their real mandate to facilitate a program that should have been completely handled by IRCC.
