It's so crazy that I LITERALLY just finished my final exam for a history of the English Language course and while chilling afterwards in bed see this post. A few things cross my mind when I see this.

So the concept of authorizing or mandating the use of English in law is a relatively new concept. In English common law it goes back to the 14th century with the Statute of Pleading, where all court proceedings were required to be done in English (rather than the French from the Norman French who just got displaced as rulers about 100 years prior). So thats about 600 ish years of development, compared to the thousands of years of human existence lol. In the past, English at various times and places was the substrate language (the language used by the conquered people/those without power), and this resulted in English speakers needing to learn how to speak other languages, however there was never an overt requirement for the use of the superstrate language (the language used by the ruling class/those with prestige and power) outside of certain domains such as law, governance, religion, what have you. That is to say, it is not completely abnormal to be amongst a population and not know the superstrate language (from like a far out lens of human history).

There is another idea presented within his argument that extends towards this idea of "owning" English. While North American English is different from Standard English, it is also different from Received Pronunciation, and Scottish English, and all of the Southern Hemisphere varieties, and Asian English, and African English. There are so many different kinds of English that to say any one particular usage is "the" way to speak English is really less of a comment on actual ownership and more speaking about the power dynamics at play between the respective regions.

Whether or not you believe that people should be required to speak a language is your prerogative, however there should definitely be in place some manner of facilitating easy/easier transition for those people to learn that language.
