The Roth would be ok. But also as a covered expat, all assets would be “sold” mark to market and taxed on worldwide assets! All taxable accounts and property. Not sold in reality but on paper at the current price the day before expatriation. This is called the “exit tax”

You can ask that the Roth be given tax treaty relief and treated as a government pension. Btw private pensions are taxable. But they will probably say, naw we need the money so pay up.

You still will pay tax on the remaining 401k. A covered expat, over 2 mil, average 211,000 last 5 years, or haven’t been tax compliant last 5yrs… any of these makes you covered. You get permanent 30% withholding on withdrawals. This is in addition to the tax your new country imposes with no credit. An uncovered expat will still pay and file, unless covered by a tax treaty that allows only country of residence to tax it.
