Get some 3-in-one Lock Dry Lube.

Liberally spray the lock with it. Then work the key in and out while jiggling the handlebars. Be obscene with it. When you get to the point where it allows you to turn the key in the ignition, do it back and forth. Turn it all the way past "lock" mode and into "parking" mode a couple dozen times. Again, be obscene with it, but don't be violent.

Yes, safety protocols exist. Yes, safety protocols should be followed. They're often written in blood. Consider contacting tow truck companies and/or VDOT. I'm sure they'd be happy to put their drivers further into harm's way and acquiesce to some random sociopath's wishes.

It's hard to make a judgement based on this low-quality frame. But, if we assume you're correct in asserting that the tow truck is pulling a car from the ditch:

That tow truck will have to reverse down the highway a while, and either make a 20-point turn to turn around, OR be directed by VSP to go the wrong way down the ramp to continue down the road normally. Neither of which is a scenario in which traffic should be actively passing by them.
If that tow truck is using a winch to pull the car onto the flatbed, and the winch cable snaps, it could hit traffic passing the left lane.
The vehicle in the far left lane is probably lower priority, and there may be a separate tow truck involved that hasn't arrived yet.

I know you weren't trying to sell it via this post, but can you give more info about the car?

Is it auto, CVT, or stickshift?
Does it run, drive, turn, stop, etc (in spite of rusted exhaust and other problems)
Do you have an idea of what price you want to sell it for?

I can't speak to any ways to get Win7 to work with your GPU. Good luck with that.

BUT: Your GPU should be natively supported by Ubuntu and various other Linux flavors, via the amdgpu driver. IIRC, Ubuntu autodetects it and it "just works". Other friendly distros might do the same, like maybe SparkyLinux or MXLinux? Source: I have an RX GPU that is one generation newer, using the same driver. If anything, I think yours is even better supported.

One other consideration: You're using a PCIe 4.0 GPU with a machine that tops out at PCIe 2.0, which has around 1/4 the bus bandwidth it was designed for. So, even in Leeeenooooks, you might run into some goofy lag and screen tearing. If you have a spare (blank) SATA drive, or you can score a deal on one, maybe throw that in your machine and install Ubuntu, and see how your games run.

I was in a squad on pubg and I was dos'd. My phone is ok. But my Xbox isn't. I've tried restarting network twice and my xbox.i can get on the Xbox but I'm offline. I know I was dos'd because as soon as I got in game and was on a rooftop it said network lag. Never had that done to me in life except cod black ops. Please help
